Set maximum volume on iPad for kids

My 3 year old keeps turning the volume on his iPad to the maximum. Is there no way to limit the maximum volume in parental controls or other places?

For all of you saying the solution is: Settings > Screen Time > Content & Privacy Restrictions > 'Reduce Loud Sounds.’ That is different and not effective. That setting primarily influences headphones and has no effect on the volume slider.

How do I lock the volume on iPad 15.5? Does anyone know how to limit the volume control for music and videos for iPad 15 or higher? My autistic son cranks up the volume to an unacceptable level and it disturbs the other people greatly (including others with hearing sensitivities or other disabilities) leading to behavioral conflicts when they try to take the iPad away from him.
