For purchasing songs, you just need to go to Music > Settings > General > Show: iTunes Store. Purchases are make from the iTunes Store in the side bar. Apple has combined the features of purchasing songs using iTunes and streaming songs using a Music subscription into the same Music app, but you are still able to buy songs using the iTunes Store in the sidebar of the Music app.

Please provide a screenshot of what you are seeing. With the last couple of Updates, there is a window that comes up showing new features with a Continue button. In those cases, tapping Continue does not sign you up for the service. The same kind of windows will pop up for Mail, Photos, Notes, etc, describing the new features only one time after an update and you can continue on to the program.
apple music is a subscription, so when you use it you get it all for free, think they would wish to shield people from accidentally paying for something they get for free.
