A quick and easy check is to open Activity Monitor and see which items are are using the most CPU and also check to see which apps are accessing your drives and also check memory to see if there is excessive memory usage and swapping.

• Sometimes the user has an antivirus app installed. They will seriously slow down the computer.
• If the Mac has an older, slower mechanical drive, it will be much slower than an SSD's performance. Do both of your computers have the same HD?
• If a computer is not periodically restarted that allows its RAM to become overloaded and slowness can occur. The amount of RAM that is installed will affect its performance. This can be true when certain Adobe apps are being used as they are RAM intensive. Does this apply to you?

That is a good point. That's why some people do not transfer apps. Instead the install new, fresh downloads of their apps. I should think, however, that transferring files should not normally be a problem.

I have never used TM or Migration Assistant when setting up a new Mac.

There is always a good possibility of transferring a load of crud from the old machine to the new.
