Unable to send text message via Messages on Mac to Android phone

Text messages fail when sending to Android phone from my MacBook Air with latest OS.

I'm aware of this apple support answer but I am not able to do what it asks. I get as far as the "Tap Send & Receive" instruction, but I do not see "Use Apple ID for Messages" on my iPhone screen. Both my phone and my Apple ID email are checked on the screen you refer to, but no "Use Apple ID for Messages." I am signed in with the same Apple ID on both iPhone and MacBook Air, so I so not get to the next step of setting up Forwarding.

When you ask if I'm signed out of iMessages, are referring to my MacBook Air or my iPhone? Assuming you mean the iPhone, if I turn iMessage off, "Send & Receive" disappears. Turning off iMessage on my Mac has no effect on the options I see on my iPhone. Clicking on "Send & Receive" returns my to the screen that shows phone number and my apple userid, but no "use Apple Id for messages." and no "Text Message Forwarding" I note that it does show my AppleId at the bottom of the Send & Receive screen. It is definitely the AppleId I am hooked to on my Mac. Both phone and Mac are on the same WiFi.
