I have created several playlists in iTunes on one of my iphones which I would like to copy onto my computer ( which also has itunes ) and onto another iphone device.
Its been quite frustrating as there seems to be no way of doing so ?

If the phone with the lists you've made is synced with iTunes then playlists you make on the device should sync into the library, from where they could be synced to another device. Or you can try my script ImportDevicePlaylists.

An alternative approach is to take out a temporary subscription to the Apple Music service on your iPhone and merge the contents of the device into your iCloud Music Library. Then enable Apple Music on your computer and all of the playlists should be copied over.

Download the script. Connect your iPhone. Select the Music entry in the phone, or a folder, or a playlist. Double-click the script and follow the prompts. I'd start with one playlist to confirm it works. Then import all the rest, or be selective as you see fit.

Thank you sir for taking the trouble of replying to my query. Unfortunately, syncing doesn't work. It does not copy the playlists that I have on my iphone device onto my computer.
Thank you again. Can you please guide me on how to use this ImportDevicePlaylist script ? I'm afraid I'm not too savy on how to use this particular software.
And will clicking on the link automatically download the script ?
Right-click on this link ImportDevicePlaylists.vbs and use Download, Save link as..., or similar.

I did all of that and connected my iphone to my computer. But I am still not able to see any of my playlists when I click on the iphone device that shows on my computer ...
And all of the songs and albums are in my itunes library on my computer too
I would like to know how to copy itunes Playlists between my two iphone devices and between my iphone and my lap top computer. Thank you
