Can I trade in iPhone 14pro max without a sim tray and also get iphone 15 promax without a sim tary in Berlin…..?

No, phones sold in Germany will have a tray for one SIM.

But I think you're confused, iPhone 14 came with a SIM tray. Apple didn't make phones without SIM trays until the iPhone 15, and just for the US. Market.
