No, Apple doesn’t have to correct anything; it is working as intended. It is a feature called “Attention Aware”. If you are looking at the phone it lowers the ringer volume, because it “knows” that you know a call has been received. If you don’t like this feature you can turn it off; go to Settings/Face ID & Passcode, enter your passcode, then turn off Attention Aware Features. This will also turn off the feature that does not dim the screen when the phone is idle but you are looking at it.

I really like the feature, to me, while it isn’t strictly necessary, it is a great convenience to not hear a loud ringing when I already know that there is a call waiting to be answered. And dimming the screen when no one is looking at it saves battery energy and life; the screen is the single heaviest user of energy. There are hundreds of features on an iPhone (or any smartphone) that are not strictly NECESSARY, but add to the convenience and enjoyment of the device, such as Face ID or Touch ID as a start: Totally unnecessary; users can just enter their 6 digit passcode to identify themselves and unlock the phone. Notifications: Unnecessary; users can just open mail, messages or apps to see if they have anything new.

And, to be clear, developers do not create features. They just build what they are told to build. Features are created by “huffies” - Human Factors Engineers, who write specifications for developers to follow.
