Hi I both a device but never have chance to use it it was stolen when it’s Ben delivered before I get home so I never have chance to put a sim in or sing in to my apple account is there any chance police or apple to find out who’s using it or find it’s location or phone number?

Apple cannot get involved in a stolen or lost device.
If you have the Serial and/or IMEI numbers, contact your cellular carrier and report those numbers. They might be able to mark it as stolen (blacklist).
But if it wan't activated, nobody can find it.
