I just checked my cable box app (Xfinity) and it's the same as yours. The App is named Apple TV+ instead of Apple TV and the sidebar is very limited. LG smart TV and Roku have the complete sidebar.
I wonder if there is a licensing/competition issue that has the cable providers limiting what Apple can rent/sell.

Apple TV+ is a streaming service.
The app name is Apple TV (or TV), not Apple TV+.
You can watch both rentals and Apple TV+ streaming by using the Apple TV app.

In the sidebar, select Rentals. If you can't find Rentals, either your rental expired or wasn't rented with the Apple ID that's signed in to the Apple TV app.

I’ve just seen somebody else with an incomplete menu. Mine is complete on the Smart tv but when I looked on the Apple tv App my cable box provides, it’s called Apple TV + App and is missing the Library, etc. it’s only for Apple TV +
See if your tv requires a software update.

I saw your previous post -- I was trying to give one possibility as to why Rental might not be in your sidebar.
The Rentals section won't appear in the sidebar if you don't have any current rentals (e.g. if the rental is expired or if it was under another Apple ID). It isn't that there will be a Rental section in the sidebar with no rentals in it; that section won't be in the sidebar at all.
Now I understand-thanks. The rental should have been there, it was new, a few hours before. I ordered on my iMac and it was on my other devices and could be watched. The odd part is I have very limited side bar choices on my TV unlike on my iPad, iPhone, iMac which include "Store" (movies, TV shows), "Library" (recent purchases, movies, tv shows, downloads, genres).

I just checked the app on my LG tv. I never use it as I prefer Roku apps over the LG apps. When I went to the Apple TV app it required me to update it. After the update and after signing in, the sidebar showed the following:
Username, Search, Home, TV+, MLS Season Pass -which I don't subscribe to, Store, Library, and Settings.
No idea why you are missing some of those.
Use the Store tab . In the Apple TV App, swipe or click left to bring up the side menu and select Store - swipe right to exit the menu
I’m not sure why it is. I use my Apple TV Box for all my streaming Apps and to rent movies.
