How are spammers displaying a voicemail notification on my iphone when they are calling?
Running latest 17.2.1 software and getting calls indicating there is a voicemail, trying to get me to accidentally answer the scam phone call.

If this is occurring during the call then what is likely occuring is the caller is being sent to Live Voicemail….and as Live Voicemail waits to see if the caller opts to leave a message (if they do then you will see what they are saying live giving you an opportunity to choose to then answer the call while they are in the midst of leaving the message) it will show that the caller is listening to your voicemail greeting. If the caller hangs up then no voicemail is left.

If you don’t want to use Live Voicemail look at that link to see how to turn it off

I’m unclear. Is there voicemail? Or not?
You can usually view a transcript of the message on iOS 17 without listening to the message, as well.
If no voicemail but there is an indicator, then check with your carrier as voicemail is a carrier service.
I would expect an indication 🔴 for the missed call, and would expect a second indication 🔴 when voicemail is available.
As for any spurious voicemail indicator, check with your carrier.
No there is no voicemail.
This is happening often; voicemail is often displayed where caller id is, DURING an incoming call. It is pretty obvious that this is an attempt to get me to answer their unwanted call by getting me to take an action, such as unlocking my phone. After their attempt ends and I check "Recents" in the phone app when it displays an unread icon, they have also triggered the voicemail received icon which is displays only for a half second and then disappears, leaving only the missed call icon remaining. This happens over and over.
I have contacted them (ATT). Thanks.
Ah, I see now ... Live Voicemail is on by default in iOS 17. Thanks for the info!
