Face ID is not, nor has it ever been a replacement for the actual password you created when you locked the notes. And until you enter the actual password you created, the notes will remain locked. It is completely encrypted directly on the iPhone and no one but you can unlock the notes. When you created the password, you were given the opportunity to set a password hint. Did you do that? The good news is you can guess as many times as it takes, but until you enter the password correctly you created, the notes will remain locked and there is no one who can help you. Not even Apple.
