This hasn’t always been the case but recently, I was looking for my user library folder and could not locate it. I then revealed my systems hidden folders and, voilà, it was there. I never hid this folder myself or at least not intentionally so I’m curious as to how it became hidden and also how to fix it.

There’s nothing to fix, but if you want it visible all the time,
Open your home folder and show the View Options. Check the box to show the Library.
You can also easily access it while hidden by holding down the Option key and selecting Library from the Go menu in Finder.
