Modify VPN Settings

I had two VPNs set up on my iphone. I have the latest iOS. I deleted one of these and modified the other. After exiting the configuration, I tried the connection and it failed. I wanted to go back in and edit the setting, but when I try to get to the settings, all it does is turn on the VPN, which fails. That is the only thing I can do. No matter when I touch the VPN line, all it ever does is tries to turn on the VPN.

I have a similar set up on my iPad, but that works and I am able to modify the VPN settings on that device.
