Folks here volunteer their time to try helping when they can. It could be that no one, seeing your initial post, had an answer for you. You should already know this as a Level 2.
... and going back to your first post. It could be possible that there is an issue with this particular drive. Disk Utility was successful in creating both an APFS Container (what was called a Partition in HFS+), and an APFS Volume inside of that container. What it couldn't do is mount the drive.
I suggest that you first run Disk Utility's First Aid to see if it finds any issues with this drive. Better still, and a good tool to keep in your troubleshooting "toolbox" is an app, called DriveDX, which IMHO, does a more through job of evaluating a drive's health.
