How to share my wife’s iCloud storage plan?
We share some things but I can’t figure out how I as the organizer can share my wife’s iCloud storage plan.

Unless you have your own paid iCloud Storage plan, it should automatically access hers.
If you are using your own paid plan, then you need to choose to use hers from iCloud settings on one of your devices.
Follow the steps in the support document linked below.

If you are the family organizer, you can not share your wife’s storage plan. You can share the family storage plan that you purchase with your wife.
Only the organizer can "share" their storage.
Share iCloud+ with your family - Apple Support
"If a family member is already paying for their own iCloud+ plan, they can choose to switch to your plan or keep their own and still remain part of the family. When they switch to the shared family plan, they get a refund for the remainder of their personal plan. They can't keep their current plan and use the shared family plan at the same time."
Note there is no mention of a family "member" being able to share their storage with others.
I can confirm that there is no such option as I'm the organizer for my family and share the 2TB of iCloud storage that comes with AppleOne.
#1 Son has his own subscription just for storage, though he uses the rest of the services with our AppleOne premium sub. He has no option to share his storage at all.
I would reach out to Apple, but I'm pretty sure they'll tell you that you as the organizer need to buy a storage plan, which you'll then share with your wife and then she can cancel the plan she pays for.
If you're in the US, call Apple at: 800-MY-APPLE to validate.
Thank you for confirming what I suspected was true, but couldn't confirm. This should answer the Authors question and he needs to buy a storage plan as the family organizer, share it his wife and she can either keep the plan she has or cancel her plan and then use the storage he purchased.

Any Storage plan that is active in a Family Sharing group can be shared
with others in the family group to my knowledge. It does not need to
come from the Family Organizer specifically as far as I know.
Why can't the Family Organizer share the wife's plan, if the Organizer ultimately pays for it?
Is there something that prevents a storage plan from someone other than the Family Organizer from being shared?
I'm very curious as I have not found anything that says others storage plans cannot be shared.
Honestly, if it was easily shared from the wife's storage account, it shouldn't be this difficult to do. I still suspect it can't be done and the organizer needs to buy the storage. But yes, it may require a higher level tech or engineering to know exactly.
Which is why I recommended they contact Apple directly for a definitive answer.
Still a bit vague.
I can understand the plan not being shared if the Organizer already has one active, but if there is no other plan active at the time, I don't see anywhere where it says the other plan would not be shared.
Unless someone has actually done this before, I don't see any way to prove it.

I would agree, but I'm sure Apple Support is not going to know either. It would need to be raised to the engineers to find out if its possible.
Thanks for chiming in Phil. I probably should have waited for someone with more experience on this topic to provide an answer.

No worries.
So I'm confused and want to be better prepared to help someone in the future if they ask. Was I correct in my response?
