The first thing you are NOT supposed to do with a wet phone is put it in rice. Tiny rice particles get into the ports and openings and expand, clogging everything up and not allowing the internal electronics to dry out.

Unfortunately, the phone is going to be a total loss.

Make an appointment at the Apple Store or take the phone to an authorized Apple service shop to let them go over your options with you as far as a replacement.

Putting a wet cell phone is Rice is NOT the thing to do. In fact, it can cause more issues as rice dust can get into tiny openings in the phone which can never be removed and damage the charging port. It's an old wives tail, which unfortunately too many people do because they think it will help.

Water and electronics are not good friends. You need to schedule an appointment at your Apple Store Genius Bar for evaluation, but Apple won't attempt to fix an iPhone which has been dropped in water. So be prepared to purchase either an Out of Warranty replacement or a brand new iPhone.
