You will need to describe what kind of lock you are referring to.
- A carrier lock can only be removed by the cell provider that locked the phone. You will be unable to do that yourself.
- A phone displaying a locked message will need the password reset and that cannot be done with the IMEI number. If your Apple ID is locked or disabled - Apple Support
- An Activation Lock can only be unlocked with the Apple ID and Password used to set up the phone.
In all those cases the IMEI number cannot be used by you to unlock the phone.
