I’ve gone to settings and turned off the microphone to everything on my iPad Air 4th generation using version 17.2 but it’s still not shut off. The little blue dot at the top right is still on. It’s getting extremely frustrating.

Try seeing if you have Voice Control turned on. This may be what is causing the blue dot, if it’s not, there is another app that is using the microphone and you can force close the app that is using it.
To turn off Voice Control in Accessibility Goto Settings > Accessibility > Turn off Voice Control.
If that’s not the culprit, you can force close apps in the switcher screen. To access this, slide from the bottom like you would to go Home, but instead of releasing your finger, slide about half way up and hold. Once your in the switcher screen, you can force close apps by sliding them off the screen. If you don’t know what app is the culprit, you can close them all until you see the dot go away.
