This is one of those questions that make one's brain itch.

If this is going to a service bureau to create duplex business cards on a press, then Pages is the wrong tool, and you should consult with that service bureau about their expected input document (probably PDF) requirements. That will drive the tool choice. Probably separate front and back content. They may want 300 dpi artwork, CMYK color model, all text as vector paths, and potentially bleed and crop marks — things Pages does not support.

If a home printing solution, you should just stop now and use a Service bureau, or abandon duplex cards. It will cost you far more in lost time and aggravation than the $35 - $50 for professional quality cards from a print service.

I have never designed or printed duplex cards in Pages. There is the question of whether your printer can actually handle duplex printing on Avery labels. Since I haven't tested this, it would appear that one sheet of labels would be the front card face, and a second sheet of labels would be the card obverse and duplex would generate the desired effect. But, Pages does not have any label registration smarts to control the printing, so you might incur creep on the reverse images. Test.

Consider the online Avery Print & Design tool as a time-saving source for your front and obverse card images. This would beat dealing with Pages for this purpose.
