Family can only have 6 people

This is the dumbest rule ever. Yes, I get you don't want to share purchases among too many people. I mean apple, a billion dollar company, would lose pennies.

Seriously, think about it. My daughter has 5 children, her and her husband. That is a household of 7 people. She now has to figure out who in her family should be left out. She also can't monitor ALL of her children using parental controls.

One of her kids will just be what? An adult on an apple device?

She might need to switch over to Samsung Galaxy with Android system.

The limitation is for Apple IDs in the group.

The smallest children can share an Apple ID for now on their devices, and eventually as the older ones do become adults can leave the Family Sharing group, and let the youngest ones get their own Apple ID and be part of the Family Group.

You can add parental controls directly on devices that are not part of Family Sharing if required.
