Unable to move files from Downloads folder

A friend asked me why she couldn't move files out of her MacBook's Downloads folder, which is in her Dock and looks like this:



My MacBook's Download icon (also in my Dock) DOES NOT have the downward arrow. I can click-and-drag files from my Downloads folder to another folder or my Desktop with no problem. In my friend's Downloads folder I can double-click on a file and open it... BUT I can't click-and-drag any files out of it.


Any suggestions? And what does the downward arrow on her Downloads icon mean? Thank you!

The downward pointing arrow means that Icon represents the logged-in user's official Downloads folder, such as the First or Only folder named Downloads created under that User-id.


If that Icon is a Stack, it will have the Icon of the top file in the Stack instead.


For me personally, I find dragging stuff out of that presentation (either folder or stack) very difficult. Being able to do so at all seem to depend on having almost nothing in that folder. I much prefer to get things using the Finder sidebar, where I have added downloads folder as an Item.


my preferred method is to fully open the downloads window as a Finder Window, and drag items around from that well-behaved window rather that the pop-open stack or the partial display from the Dock.
