Using Continuity Markup to annotate a PDF a second time causes the annotations to be lost

Hello,


I can use continuity markup to markup a PDF as intended with an iPad Pro 2018, shared by a MacBook Pro M1. However, if I go back and try to markup a PDF for a second time (i.e., wanting to add further annotations), all of my previous annotations are lost. I found the same issue in this thread:

No solution was posted.


Is this the intended behavior? (seems unlikely as it is very frustrating). If not, how do I fix it?
