Through HDMI-CEC, all HDMI devices in the chain can be turned off (standby) or on, from the sleep|wake status of the Apple TV box, if those are programmed to respond in kind to that suggestion. CEC functionality is optional, and may differ by manufacturer, function, and device. Only passthrough of the signal over HDMI is mandatory.

Use the Siri Remote to turn your TV or receiver on or off - Apple Support

Contact the sound system manufacturer, if your model can be turned on or off through CEC from another HDMI device. CEC itself may have an on|off setting. CEC does not work over optical or RCA or wireless.
