How can I manage multiple iPads for an organization?

I work for a small non-profit. I am in charge of 18 ipads. We use them for the kids in our program. I would like to have the same apps and settings on each iPad, they use the same Apple ID. I would also like to ensure the settings can not be changed. Is there a free service that I can use to managed them, we do not t=have the resources to pay for a service?

You should not use the same Apple ID for all devices. There are some very low cost (and potentially free) MDM platforms out there. Mosyle, Apple Business Essentials, and Jamf now are some of the lower cost options.

It sounds like you're probably using that single ID to purchase and install apps on devices. This is a violation of the App Store Terms of Service.

Apple provides a solution for this by pairing Apple Business Manager (free) with MDM (free to expensive depending on platform). ABM allows you to purchase or acquire multiple licenses of an app that are then distributed using MDM, completely bypassing the need for Apple IDs on the devices.
