You are correct. If you still come across issues with your child disabling the downtime settings, feel free to reply back with any more information. It has been a cat and mouse game with kids searching on the internet to avoid these settings and Apple closing those loopholes.
They used to be able to delete an app and then reinstall it to clear any time restrictions on that app, but I believe that loophole has been closed as well. You can set restrictions that will prevent apps from being deleted or installed at: Settings > Screen Time > Content & Privacy Restrictions > iTunes & Privacy Restrictions. Again I don't think this is necessary anymore, but you may find this restriction useful.
The most important thing is to make sure your child does not learn your Screen Time passcode. They can be clever in getting that by watching you enter it and these tips may help:
- Change Screen Time Passcode
- Change your Apple ID Password
- Don't allow child access to your device
