Error syncing health data between two used iphones

See below provided pictures. I have a health data gap on my new iphone from my old iphone which has not synced correctly. Even though I have iCloud space it does not synchronise even with it being toggled. It is possible to export health data from my old phone but not possible to import health data to the new, is there any workaround to fix this gap? Resetting my new phone to do the quick start is not an option due to it being a company phone.
