Apple TV 4K settings question - Does "Home Screen" have to be TV+ advertisements?

I cannot find a setting that will allow my TV 4k to use the apps screen as my home screen. Every other time you touch a button, the device is advertising TV+, and there is also an annoying delay to leave it, so half the time you end up clicking the button twice and guess what - you're being offered more TV+ offerings. I didn't buy the 4K to be enticed into subscribing to TV+.

On the Home Screen, the ‘Top Shelf’ (space above the apps) will present content that is linked to the highlighted app in the first row of apps. If the Apple TV app is the left-most app, then this will often be the default. You may re-arrange apps if you want. Customize the Apple TV Home Screen - Apple Support. E.g. if the Apple TV app is on the second row (or lower), then it will never preset content in the Top Shelf.

For some apps, you may have options (user preference) for what to present in the Top Shelf, e.g.:

Settings﹥Apps﹥TV app﹥Top Shelf﹥Up Next (your chosen shows)|What to Watch (‘recommendations’)

Settings﹥Apps﹥Music app﹥Top Shelf﹥Video Playlists (Apple’s choice)|Library (your iCloud Music Library albums) + Top Albums (popular choices))
