Cannot send texts to android phone from IPAD PRO

Why did the iPad Pro give us the option to send/receive texts if you actually cannot send a text to an android device? Pretty arrogant... Apple Store told me I needed a better provider than Spectrum. Spent three hours in a Verizon store and am now paying TWICE what Spectrum charged me. Apple Support gave me a work-around for this problem, but it will not work on the iPad. There isn't even an SMS option on the iPad, so what were they thinking?

I am disabled. Cannot jump up and dash to the phone every time I want to text an android device. I CAN sent a text to another Apple phone, just not android. FIX THIS, APPLE!! Failing that, does anyone know a way to do a work around on an iPad?
