iOS 17: Disable/enable Live v/mail & spam block Qs

So it seems calls deemed 'spam' by carriers are auto declined by default according to details of the Live Voicemail feature. Per Apple: "Calls identified as spam by your carrier don’t go through Live Voicemail and are instead instantly declined."

How do I disable the instant declining??

I research/fight robo-callers and need to get the calls to accomplish this. Best option would be keep the Live V/mail feature on (then I would know its them AND have documented proof) without the spam blocking enabled.

Will disabling Live Voicemail then also disable the spam declines? I NEED to receive the spam calls no matter what!

Even if it means sacrificing the excellent Live Voicemail feature. Thanks
