Boot Loop:

Does this occur at all times, not just when plugged in? If not, perhaps it is stuck in a Boot Loop? This typically occurs when you go about installing an update, and it stalls while in the process. See my User Tip: How to Fix an iPhone in a Boot Loop - User Tip

What type of charger? If it’s a wireless charger that is non-MagSafe it could be because the alignment of the charging coils. If it is a traditional charger (cable and adapter) it could be a bad cable. Try it using a different cable to see if the issue continues. Could also be a bad port.

Check your cable and brick with another device If they work fine Sadly the issue is within your iphone :( It's called bootlooping )
