I am not able to disable smart quotes from system settings -> keyboard -> text input -> input sources -> edit -> smart quotes enable button toggle. The button does nothing and there is no option for simple double quotes. There is only curly double quotes. Note that simple single quotes exists and works but smart quotes disabling should also function properly.

In any app that you are using, also go to Edit > Substitutions and make sure that smart quotes is Not checked.
Also in any 3rd party app like MS Word, you need to check their own settings for smart quotes, as they may not use Apple's.
