Sharing purchased movies
Am I able to share my purchased movies with family but not give them purchase ability to charge to my card in file

Unfortunately not, unless you are referring to movies and TV content in an Apple TV+ subscription.
Purchase Sharing means that the organiser of a family group pays for the purchases of the group with their credit/debit card. With purchase sharing active, members of the family group can share purchases.
With Purchase Sharing turned off, each member has to pay for content themselves and it cannot be shared among members of the group.
Apple has a full description in How to share apps and purchases with your family - Apple Support. Note specifically the text: "When purchase sharing is turned off, you stop sharing your purchases and lose access to the purchases made by your other family members. However, you can continue to share subscriptions like Apple TV+ and Apple Arcade, but everyone must use their own payment method for purchases."
