So when I got the iPad Air 4 it was great and everything was fine but today I was charging it and the battery was 9% I placed down for a minute and came back I saw that the battery jumped from 9% to 16% and kept on going until I unplugged it at 22% I have a app called cpu X and it said my battery was 20% not 22% all I want to know is this a software issue or a battery issue and need to replace it?

Battery level is always approximate (± 2%), the same for maximym capacity.
It's not a good practice to let the level go down below 20% using Li-Ion batteries. See also these suggestions:--> When to charge your iPhone or iPad - Apple Community
Also, I recommend that you make an appointment (*) and have your battery checked, at an Apple Store or AASP (Apple Authorized Service Provider) among this list:--> https://locate.apple.com/choose-country-region . After checking it out, they'll give you all the available options (if needed).

The battery is reaching the critical point of its life (80% maximum capacity), but should be good for the next 3-5 months.
As already suggested, I would visit an Apple store or AASP (they have specific tools to investigate in depth) and have your battery checked.

Alright I just wanna verify that this is a battery issue? As I installed a app called 3u tools on my pc and checked my battery it says the same level as the iPad says and says that the battery health is 85%
