photos sync is stuck syncing 1 item

I'm about to dump Photos on iCloud all together. I'm so frustrated.

I have 1 item stuck at this message when I open Photos on my Mac: "Syncing 1 item to iCloud". It's been stuck like this for a few days now. How do I figure out which item is causing the problem in my collection and is there a way to fix it?

Mac 2020, Sonoma 14.3.

iMac 27″, macOS 14.3

I called the Apple Support line and spoke with 2 people. First person transferred me to a Photos app specialist. He was completely stumped. What we tried was opening Photos on multiple devices and I screen shared. We could see that iCloud had different photo count than Photos apps on my Mac, MacBook Pro, and iPhone. It was odd and he was perplexed, so he said he needed to consult with someone and would call me back. That was days ago and I haven't heard a peep. I have no way of reaching the same person. So I'm still stuck with this issue.

It wouldn't normally be a big deal but I want to be sure that there's not a continuous sync happening which will cut into my monthly data plan with my ISP so I'd really like to fix the problem. Ideas are welcomed!

I don't believe so. Here's the side bar if this is the area you're referring to. I've clicked each of the links under PHotos to see if there was anything obvious and so far, nothing.

This could be one of those situations where I may never know what's causing it. The photo count and video count are identical to my iPhone and MacBook Pro. Both of those devices are not showing a sync issue. Only the Mac.

Is there any sort of cache I can clear to see if that helps next time I open Photos? TIA

UPDATE: Last night, I decided to uncheck the Photos sync, choose the option to delete from computer, then re-sync. It took many hours to download the originals from iCloud. When I checked on the Photos app this morning, I thought the problem was fixed. I closed the app and had an inner celebration while doing some other work to try and delete 2 files from my Trash which seem to be stuck. I went into Safe Mode, tried the removal command, tried unlocking the files but couldn't, gave up on it, rebooted, then opened the Photos app. The sync message came back again. It looks like my system is trying to sync something but is stuck again. All new screenshots I captured over the past 2 days including one I shot this morning are syncing just fine. I have no idea which photo is the culprit but there's something my system seems to think is missing. The progress bar hasn't moved since I started typing this update. Image attached. :(

UPDATE:

I opened the Photos app on all devices to see if the continuous sync indication was still showing up at the bottom of the Library screen and it was gone. Someone at Apple cleared the sync message but the image count is still different betweeen different devices and I have no explanation why.

iCloud has the lowest count by 27 photos.

Mac and MacBook Pro both match each other with 27 more photos than iCloud.

iPhone 15 Pro Max has 1 additional photo than the Mac and MacBook Pro.

I have no idea why they're different. I'm not yet to the point where I feel I need to delete the library off each device and re-download from the cloud but I'm getting there. My Library is huge and downloading will cut into my monthly internet data plan which is 1.2TB from Comcast.

Before I do anything, I'd like to find a way to confirm what exactly is different between the different devices. Any ideas?
