Finder widgets not working as expected. Is this a Bug?

I use several widgets. Whenever I click on my desktop (Finder) to hide applications and see my widgets. It works as expected, but when I click on my desktop again (Finder same location) to get my apps back the Apple menu is disabled. The magic mouse permits moving on menu items and right clicking to access the menu items but only the top level is highlighted - no submenus. Other screen's menus are unaffected, but going back to the first screen the menu is still disabled. Killing and restarting Finder fixes that screen menu until the next time I do it. Apple Studio, M1 Max, 32 GB, Sonoma 14.2.1
