I'm not sure what your e-mail not working has to do with the amount of free storage on iCloud+.

Are you saying that your iPhone's device storage is nearly full, and that as a result, even e-mail is having trouble working? Device storage (the storage located in chips inside your iPhone) is fixed for the life of the iPhone, and cannot be upgraded. iCloud storage on Apple's servers is useful for backup and synchronization – but it't not a substitute for device storage. If your device storage is nearly full, you'll need to delete or offload some things to make enough room.

If this is not the issue, please provide more details on how the e-mail is not working.
