Apple Watch keeps entering pairing mode

I recently upgraded my phone from an 11 to a 14, in order to pair my watch to my new phone I was prompted to update my watch. But in order to do so I had to accept the terms and services on my phone, which at this point was gone. So after resetting my watch to factory settings, pairing it, updating it, pairing it again, it ran out of battery and re-entered the pairing mode phase, after pairing it again using it for a day or two it died again after forgetting my charger while out of town and after charging it has re-entered pairing mode. Any solutions?
