Unpaired watch flashing Apple logo while charging

My daughters watch started doing the restart loop, we followed directions that said to unpair the watch from her phone and then re-pair but that didn't stop the restart loop. Now when I have it on the charger the Apple logo constantly flashes. I tried to follow the directions from a different thread about holding down the side button until the power off screen appears while charging and nothing happens. If I take it off the charger and hold the side button, nothing happens.

Is there a super reset, or turn off button or other steps to take when all I get is an Apple disco?
