sharing folder access problem

I am using Mac Studio and currently experiencing issues with file sharing. I created a user1 account for sharing only and a user2 account as a standard user. In the file sharing section of settings, I added a specific folder (folder1) as a shared folder and set permissions so that only user2 can read and write(and also set all users to have no access.) However, when I connect 'smb://address with the user1 account' using another MacBook on the same network , I can see and access folder1, and I can even write! Why is this happening? How can I fix it?
