Push notifications using WAY too much data

I recently upgraded to an iPhone 13 Pro Max running iOS 17.0.2, I upgraded about a week ago and my previous data usage usually stayed below 500mb per month as that is my hello mobile service limit. Since I upgrade last week I’ve already used 1gb with the majority being in system services, the highest in there is push notifications and messages. I get the messages at being a bit over 100mb but the notifications is pushing 500! I’ve turned off notifications for almost every app except messaging apps, BeReal, and lapse. I need health as I don’t even know how I could’ve used over 1gb with a 500mb data limit, WiFi assistance is off and low data mode is on, 5G is enabled but I don’t see how that would effect anything. Please help.
