weather app location services permission loop

Hi folks, I’m having an issue where every morning, and sometimes multiple times a day my weather widgets from my iPhone 11 and Apple Watch SE will either disappear or stop showing information. When I click on the weather app in the iPhone, it tells me I need to share location services permissions with the app, which I set to allow while using. I want always allow, but the option doesn’t appear there. That lets me use the app while it’s open. But then I have to go into the settings and search for the weather app and change the permisions for location services to always. The weather widgets on my watch face take a while to return, but it generally seems to temporarily solve the problem. Until another half day, or overnight and it seems to have forgotten I’ve already shared the permissions and I have to start over. It’s very frustrating, I don’t remember it being linked to an update, but I would appreciate any help I can get. I’ve power cycled both devices and it hasn’t helped. And forced closed the weather apps.
