Location issues in Weather app and widgets on iPhone and Apple Watch

i don't know where to begin. the weather complications on my apple watch ultra1 (watchOS 26.0.2) keeps disappearing. The weather widget on my iPhone 16 Pro Max (iOS 26.0.1) keeps asking for location permissions. The Weather app, on the same phone keeps asking for it as well. I am granting them the "whenever the app or widget are in use" permissions. This seems to be an ever hour or so kind of thing, and it started sometime this morning.

Strangely, though, the iPad Air and MacBook pro (also all running current OS versions) don't seem to be having problems....yet.

Is there a trick to fixing this once and for all?

well, seems like:

1) backup to iCloud

2) erase all settings and data (keeping eSIM)

3) restore from iCloud

solved the issue.

What I noticed was that it wasn't just the weather app having issues. on my phone just about anything that had to do with location services seemed to be unable to have its permissions be recognized the next time the app was opened, so I would get prompted *A LOT*
