The pdf opened by safari cannot copy text

safari in ios13 can copy the content of online PDFS. On the other hand, the new ios17 safari does not work, open a web page pdf file, long press can only select the content, can not copy, no copy and paste options appear, how to solve it?

Markups on PDF in iPad randomly erases all my markups When I mark up a PDF in iPad it doesn't save and randomly erases all my markups. I'm loosing a lot of time an work to this as I bought the iPAD to use for work.
