Apple Health Exercise Time vs Workout Time

When I do a stationary bike ride via smart trainer, I record the workout on my cycling computer and then transfer the workout to Apple Health. In this scenario, I simply leave my Apple Watch on, but the watch is not recording the workout. Based on my testing, this creates a problem: the Workout Time is greater than the Exercise Time in Apple Health. This is happening because The Apple Watch isn't sending the 1 minute exercise record for each minute of the workout (yes, I realize from the AW's perspective, it's not a workout). Once I upload the workout to Apple Health, Apple Health has duplicate 1-minute exercise records for some minutes and not for others (1 record comes from the watch and 1 comes from the iPhone (I assume this is via my third-party app sending the workout data to Apple Health). For example, in this morning's 23-minute workout, Apple Health shows 13 minutes from the Apple Watch and 23 minutes from the iPhone. And Apple Health is only showing 13 minutes of exercise time. It does show 23 minutes of Workout time. It appears that Apple Health chose to ignore the 23 1-minute exercise records from the third-party app. Why? Yes, I can get around this by removing my Apple Watch during this particular workout. But, I shouldn't have to do that. AW9 with WatchOS 10.3.
