Findmy showing device location by not people location

In the FindMy app, I can see all the devices under devices however I can only see my husband's location under people, it says "no location found" for my kids, who have iphone 14. I have an iphone 13 and my husband iphone 15. We all have most recent software update 17.3. We are all in the "Family" also and have family sharing location on in all the phones. I have spent hours on the phone multiple times with apple support up to senior technical support and no solution. I am hoping someone here can help me. Been through resets, updates, uninstalls, changing settings, etc...I am so frustrated.

Ok, took phones to provider. On phones where "no location found" is noted under people. On those phones - go to settings-click on name at the top (owner of phone), scroll down and click on Findmy, click on Find My Iphone (should be on) then under Find My Network - toggle this on. This was toggled off on both my kids phones for some reason. As soon as we toggled this on, their location showed up under people. Sure wish Apple support knew this. I wasted at least 8-10 hours on this. I hope this helps everyone as I could not find a solution to this problem anywhere.
