Chrome prevents other apps from opening

For the last couple of days, whenever I use Chrome on my macbook I am unable to open other apps including Finder and Word. They are greyed out when I minimise Chrome and I can't open any files. I don't think I've changed anything on my mac that would have caused it, and have tried the basic restarting technique but it keeps happening. It's very frustrating!

Uninstall ClamXAV by following the developer's instructions:

The only other thing I see is the "Akamai NetSession Preferences" panel, but I don't think I saw any extensions or launch agents/daemons associated with it. Sometimes an app could modify a macOS preference/setting which will still be active even when the software is removed.
