My "match all" Smart Playlist is not working, unsure of how to proceed to fix

Hello,

I am using Apple Music on Windows. I am trying to create a Smart Playlist called Music Rotation that has two rules. I want it to include songs that were added to my library in the last sixty days. I also want these songs to have a rating greater than two stars. I attached an image of what it looks like for me on my client.

I checked my library to make sure that at least one song matched the condition:

Now when I hit 'OK,' I get a blank playlist with no songs. What am I doing wrong?

Windows, Windows 10
