Make sure you have reformatted the internal drive.
Startup the Mac in Recovery mode per the guidance linked above. Then use Disk Utility to erase/format the internal drive, after which you should be able to select the drive as a destination and reinstall macOS. In Disk Utility you may need to click View > Show All Devices before you can select the internal device for reformatting.
