100% Software fault. I was wondering yesterday if iOS 17.5DB1 could solve this issue. Maybe will come this week.

Confirmed! iPhone13,1_17.4.1_21E237_Restore. Works. Search IPSW (me worked) download. Instructions.
macOS
- Plug your iPhone 12 mini in to your Mac.
- Navigate to your iPhone 12 mini in Finder.
- Hold the Option or Alt key on your keyboard, and press "Restore".
- Select the iPhone13,1_17.4.1_21E237_Restore.ipsw file that you downloaded.
- Wait for the restore to complete, and the iPhone 12 mini to reboot.

On mine, looks like a baseband fault, but baseband was working perfectly and still is, I know.

Am on the same device, Just got it now while trying to update to iOS 17.4, it’s a software issue.
Attempted restore with new 17.4.1. This did not work. Hung. Same error.
I tried to update and restore to iOS 17.4.1 yesterday... nothing... same error. I'm still in the same situation
