My iPhone 12 mini has three managed networks that I can’t remove so who has remote control of my phone and how did they get it?

Do you have any carrier or ISP apps installed? If so, those apps can provide these Wi-Fi networks.
If you do not have a carrier network installed, do you have any profiles installed? Check here:
... Settings > General > VPN & Device Management
As for sending me a picture, you can't. You can post a screenshot here, if that is what you meant.

Then use the Image Insertion tool here in the reply box.
Usual reason for that is the installation of an ISP- or carrier-related app.
Those apps can add networks that permit subscriber Wi-Fi access, or that can otherwise help offload the ISP or carrier's own cellular network.
Any of those apps installed?
Those are examples of Bell Canada Carrier networks, and which are normal and expected as part of offloading cellular traffic.
